On the three assignments my understanding is as follows:

Graphics Design - Yes. 2 posts/week. We provide the content and he designs the graphics
Social Media Management - Only covers “posting” the final text and graphics on the SM channels, reducing the load on Joseph
Content Creation - Not right now, but open for discussion depending on Victor’s capability and fees for the same.

In my experience, freelancers are paid as per the invoice raised within a stipulated time period. So if we start the engagement with Victor on 1st May, and he raises an invoice on 30th May. He should be paid within the next few days of June.
