Staff to make changes still to DAG/based on comments, including phase II Economic report after analyzing the comments

WG Res 6/January 7, 2011 -- due date for the WG to submit any clarifications.

put changes in

launch as soon as possible

analyze, provide rationale regarding economic analysis, and other issues

All these guys are outside of discussions
