I think Steve may be en route so I'm responding. My understanding is that DAG 4 is anticipated to be released before Brussels. We have been told that it is anticipated to be 95% of the final document which, following the public comment period that comes after it, will then morph into the final DAG.

Resolution regarding dispute mechanism if a party feels a registry operator is violating its contract restrictions for community-based TLDs.
Resolved: Staff shall publish a final RRDRP in DAG v4.
ICANN shall also consider whether this or a similar dispute resolution procedure could be used when a government withdraws its support for a government-supported TLD.
