My understanding of the terminology is that the Officers make the appointments to the Nominating Committee under the BC Charter '4.2 Officers'.

Elections for the Nominating Committee were originally introduced to give guidance to the Officers; there is no other provision for Nominating Committee elections in the BC Charter.
