FYI, yesterday ICANN finally issued a Request for Information (RFI) for potential URS providers. http://www.icann.org/en/news/announcements/announcement-8-24sep12-en.htm

Written responses are required by November 20th, with the aim of announcing one or more selected providers by February 28, 2013.
