Transcript: ICANN Board-GAC, 2 Mar 2011, Brussels

Transcript from third and final day of ICANN Board-GAC meeting in Brussels, 2 March 2011.

General congratulations and thanks about the process

ICANN chair runs through Board's thinking on all individual points in the "GAC scorecard". Lengthy.

Discussion opened up to room

Conversation shifts to the impact of the discussion process on timeline for rolling out new Internet extensions.

Discussion moves to the bylaw-mandated consultation between the GAC and Board in San Francisco in two weeks' time. This was announced by a Board resolution last month, but GAC members don't seem to accept that as binding.

Quick discussion about Board and GAC working together and on the JAS report aimed at helping developing countries

Coversation moves back to Board-GAC bylaws discussion. The GAC sent a letter to the Board the previous night that seemingly said that discussion in San Francisco would not be considered by the GAC as the bylaws-mandated discussion where the ICANN Board can formally disagree with the GAC and move forward. The conversation gets a little heated.

Various efforts are made to bridge the gap between Board and GAC and prevent the meeting from falling apart.

Issue moves to how long it will take GAC members to arrive at decisions.

Board members stress that both Board and GAC are *already* in the bylaws-mandated discussion.

GAC members push back strongly on efforts by the Board to move the process along faster.

Second round of efforts made to end meeting on a positive note.
