Just so we all on the same page of understanding this critically important public notice, I will add this to the BC agenda for Singapore. It is not a gTLD/GNSO policy issue but has significant implications for ICANN in governance/success, thus the officers will join me in assessing how best to address this issue, inform BC members broadly to help understand implications, including geo political issues, and how ICANN can best pursue its interest in retaining the IANA. It is both a technical and geo political issue. We will work to give the BC members facts, perspectives and dialogue. Whether the BC drafts comments is a separate issue and I am cautious on that front, but given governance issues, the BC will have a discussion in Singapore and thereafter, shortly after Singapore.
