I am sorry for my delayed response. If, based on Jimson, Mark’s funding issue was resolved then I assume we won’t need to contribute to his travel, right?

Also, as a general rule, I would suggest we work on a criteria on how the future funding requests should be handled, Having a criteria will make it easy for us to evaluate requests and make decisions faster. Some proposed items for the criteria can be: 1) BC membership status— whether the applicant is a member of BC, is in good standing; 2) Clear plan and outcomes defined; 3) The recipient has the needed knowledge of and experience with the BC and its work, and whether he/she be able to influence recruitments. A regional balance on funding can also be one of the items.  

In the meantime, to support the younger fellows/ potential members from among the youth, I would suggest working on a BC Fellowship Program— I think previously also suggested by Marilyn—(NCUC has been running its own fellowship program) to work hand in hand with the ICANN Fellowship and ICANN Community Onboarding Program, as well as with the senior BC members/ officers. This could give them a good opportunity to learn, in depth, about how BC works, what the issues of concern for its membership are, and how they can add meaning to their ICANN/BC experience. We can also work on a BC Ambassador Program (similar to the ISOC Ambassador Program), through which we can take 2-4 young folks (I’d suggest they be business owners/ entrepreneurs with their companies not being less than 3 years old/ annual turnover no less than $200k) to learn more about the IG ecosystem, and our work. 

I am suggesting numbers as part of the criteria for the BC Fellowship/ Ambassadorship, because when I was doing some analysts on the past ICANN Fellows from “business” only a few have had returned, and most of the ones who returned were owners/ sr. executives of their companies. Junior staff or other employees who came through the ICANN Fellowship Program (under the “business” category) either changed jobs, were not given the permission to travel again, or changed their stakeholder group. I good example is one of my mentees at ICANN60, who received a fellowship as “business” but later changed to NCUC, because she had quit her private sector job between her fellowship application and the ICANN meeting. 

I do agree with most of our colleagues who expressed willingness to support younger generation from the business community, but also support others who think there should be a proper mechanism for the future.

I agree we should look at who else will be there, but I am leaning pretty strongly in favor of this request for a few reasons:
  • its a relatively small request
  • it will hit an audience we want to reach more, where we often don't have much contact (youth) -- an audience that is often a target for other advocates like governments, NCUC, others whose views aren't as pro-biz as ours are.  no matter how compelling we are, a younger person talking to youth is effective.
  • Mark has done a ton for the BC -- meeting attendance, contributing to comments, translation, etc -- and especially in light of the coming LAC meetings, he can be an asset.  I think we want to encourage him to keep building his participation
  • he can effectively support other BC members in attendance -- he's a good communicator/advocate for the BC with a distinct global south voice.  
My thought is go forward unless there's a compelling reason to say no.  My concern is that by the time we get back info from everyone on their IGF attendance, tickets might have gone up by a few hundred $.  I know December airfares can get pricey.
 
Can we get everyone's thoughts quickly -- perhaps day or two?  Jimson, I believe we have adequate budget, yes?

Dear Members of the Outreach Committee,

After a year of focused Outreach activities in Brazil, it is clear that our efforts have started to pay off. Working together with Nivaldo to promote the BC in near real time in Portuguese, we’ve presented at conferences like RioInfo and Futurecom, and had success bringing in new – and influential – members like ABES. We’ve gone beyond "wanting" more participation from LAC to actually going out there to find it.

I am very pleased to inform you all that I both have a paper accepted for Giganet on the subject of ICANN policymaking, and have also been asked to speak on the panel "WS #90 Achieving the 2030 Sustainable Development Agenda in a Digital Future: Where Do Youth Stand?".

In these initiatives, I intend to promote the BC among new audiences. As the BC’s youngest regular contributor, it is my wish to encourage a broader range of people to participate in the ICANN and IGF spaces, and to think about the impact that Internet policy can have on their lives as young entrepreneurs, consumers and future leaders.

The panel will be an opportunity to reach a different and quite diverse audience, and start tapping into demographic that have not been explored much yet. I know we want to expand the BC’s impressive accomplishments in diversity, and that certainly includes adding younger members to a team that is every day more balanced in terms of geography, language and gender.

It would be my pleasure to help bring in a new generation of people that one day will have the same pull as Marilyn, Andrew, Jimson or Nivaldo, and I think I’ll have the chance to start that at this IGF.

I have secured most of the funding I need, including lodging and per diem, but am still looking for funds to cover air tickets which will be around 1500 dollars, which I would like to request from the BC.

Tickets are getting more expensive by the day, and I think the opportunity is a worthwhile one which makes sense for the BC given my speaking and my unique place as a young contributor and in a way, a youth ambassador for the BC.

I will be reaching an audience of estimated 60 heads in person + 40 remote (from my previous experience in my 2015 panel, WS225: "Hands-on youth-driven Internet initiatives"), but will be involved in business and youth activities throughout IGF and expect to reach many more participants who could be good contributors to the BC and our agenda.
