I think they are covered.  From our informal discussions, and based on Lawrence’s update below, he is engaging with Arinola and Tola, and also Jimson and is reaching out to the Coordinator of the Nigerian IGF - Mary Uduma, to ensure that the NIGF stakeholders are aware of the event as well as Nigerian business. [One requirement of the Hubs is that they be open to all, based on space, but that can be accomplished by publicizing also with the Nigerian IGF Coordinating group.  

Also, as each of the remote hubs can organize a program of their own, plus participate in the IGF remotely, as a hub, or encourage small groups from their hub to follow different workshops, main sessions, etc.,the BC members attending can do a presentation about the BC,perhaps similar to the panel that we did in South Africa Outreach, explaining ICANN, the BC, and why businesses care about and engage in ICANN. That could be a special segment during one of the days of the Remote Hub, with then BC Fact Sheet available, with then informal engagement with businesses who attend. 

As I mentioned, I can commit to doing a “reverse” participation in  the Remote Hub, if that is useful.  

Let me look at who is attending IGF from ICANN. Perhaps someone from ICANN can be invited to provide greetings to the Remote Hub. 

This is an opportunistic use of our human [BC members interest and commitment] and I believe can be useful to the BC, and to ICANN.

opportunity that presents itself to promote the business constituency is
fully utilized. Asides signage bearing the values of the BC, fact sheets
on the BC would be made available to participants asides presentations by
BC members.

A dedicated computer system would be made available onsite (at the
registration stand) to enable ease of access to the membership application
page on the BC website, while the BC secretariat would be furnished with
details of interested companies that would like to be contacted by the BC
or subscribed to our newsletters.

I am highly optimistic that this outreach would produce great results and
solicit appreciable funding by the BC.

I have already expressed in the past that I have my doubts about the IGF
being the right venue for BC Outreach.

That being said, I would ask the BC members that are going to be funded
by the BC Outreach budget, please offer your feedback about this, so that
we can know better for future IGF´s how to proceed regarding requests to
participate in the IGF with BC Outreach budget.



I assume that of the 20K a part has already been spent (is that
correct?). And Steve said we need at least to leave half for the next 6
months. So, considering that, I would rather not spend more that $3000
overall for all 3 candidates.




I also understood from Steve´s email that the remote hub would not be
elegible. Is that correct?

This recommendation is now in the hands of our ad-hoc outreach committee,
but let me (on ExCom) remind you of the budget we approved (attached).



We have $20K in Outreach budget, which must cover the 12 months ending
Jun-2018.  So, we should preserve approximately half of the budget amount
for events over the remaining half of our fiscal year.   That includes
outreach at the next 2 ICANN meetings in San Juan and Panama.



The budget line item on page 11 was “Outreach in Latin America, Africa,
Asia, and others @ $5,000 plus additional outreach contingency”


Note that there was no explicit budget for Europe.  Since Europe is
included in “all others”, there is $5,000 budgeted, of which some share
could be allocated to IGF.



But as I noted on the last BC call and several members agreed, this
budget is only for Outreach on behalf of the BC:

“In my opinion, IGF travel support should be allocated only to those BC
members who are presenting at IGF, where they can advocate for businesses
to join the BC.”

Having now being informed that $5,000 is budgeted for Europe in FY2018, I
want to believe Marilyn’s proposal may just be apt. This is assuming
individual requests matches or surpass allocated amount.



Should request be lower than amount proposed by Marilyn, then, requested
amount should take precedence.



The outstanding $1,000 could as well support Lawrence. With
Infrastructure
challenges in Nigeria, I know this is amount is low, but I would expect
partnerships would have been sought with other local stakeholders.

Was almost totally offline yesterday so just catching up.  To your
question, Marilyn, the criteria we discussed on the call were speaking at
IGF and the ability to represent BC in front of audiences (including new
audiences) that might be helpful to us.  It seems that all 3 proposals
would fit those criteria.



Just to be clear to all team members on the process, until Jimson made a
request to Excomm (not to OC) there was only one formal request — from
Mark, representing Nivaldo’s company.




Also, there wasn’t/isn’t any specific budget allocated to IGF Geneva in
the Outreach Plan, and there was some active discussion about whether or
not IGF was really a good opportunity for us.  (The last strong opinion
was from Marilyn’s email of 11/10 an excerpt of which is below, in
response to the request from Mark):

As someone that is very familiar with the IGF, and how it works, there is
no real opportunity to recruit business, nor to engage in BC outreach
during the IGF.  We can consider if we want to plan toward asking for
funding for something for IGF2018, depending on who the host is.



So, I am a dissenting voice on this, at this point.

I have been to a number of IGFs and my sense is like Marilyn’s — that
they have some value to the BC but are not worth a big investment on our
part. Also we are only halfway through our FY and have to make our budget
last — with work to do in the two coming Latin America ICANN meetings (and
perhaps the run-up to them) as our membership is not as robust as we want
in that region.



Given these factors my recommendation is that allocate a budget of $2400
and split it evenly among the 3 requesters ($800 each).  This seems like
the best mix of what members are asking for and the overall value of this
particular event to the BC as noted above.

As of the time of our call yesterday, two BC representatives (Jimson

at the upcoming IGF in Geneva.  Both are speaking and are in positions to
promote the BC as part of their participation, criteria suggested by
members on yesterday's call as recommended conditions for support.
