In addition to the question below we have just received another question regarding BC Outreach Strategic Plan FY18.

 

VPs noted the priority you gave to outreach events that will enhance BC`s presence and membership within 3 developing regions namely, Africa, Asia, and Latin America.

 

The question is whether there are plans to consider Eastern Europe Central Asia (EECA) region specifically as a low membership target or there are no such specific plans for EECA region at the moment and it comes cumulatively under “Asia” in the strategy matrix.

As Benedetta pointed out we circulated BC Outreach Strategic Plan with the VPs.

 

We received a question with respect to this plan as to whether you would provide a report at the end of fiscal year discussing the outcomes of the plan.

We are aware that you do provide trip assessment reports after each CROP trip yet what VPs would like to know is whether there is a holistic report that summarizes to what extent Outreach Strategic Plan is achieved at the end of each fiscal year.

Thank you for your email. I have reviewed the BC CROP space and notice that there isn’t currently a trip request posted, so it’s difficult to provide input. Based on CROP procedures we also need to complete the first step of the process which is to finalize the BC Outreach Strategic Plan on the Wiki space, since the acknowledgement section is blank (https://community.icann.org/x/khXfAw)[community.icann.org]

 

Can you kindly confirm that the BC Outreach Strategic Plan for FY18 has been approved by BC leadership? I will then ensure it is shared with all ICANN Regional VPs to complete the first step of the process. As a reminder, this step is the only requirement to confirm eligibility for CROP trip allocations.

 

Regarding the AfICTA Summit, I regret to see that it’s scheduled to take place only 3.5 weeks from now, since the CROP minimum requirement for travel support is 6 weeks.  Unfortunately, we are unable to fulfil this request at this stage, and have discussed this with Pierre Dandjinou as well; I’d like to flag that similar trip requests for FY18 submitted by other communities were not accommodated, and that consistency is one of the founding principles of this program and one of the key elements for it to succeed. We hope you will appreciate that there are good reasons why we cannot make specific exceptions regarding the timing of submissions.

 

The deadline and the underlying reasons are clearly documented as part of the CROP resources wiki page. In addition, as part of the FAQ, there is a specific question and answer as to the reason for the 6-week deadline: https://community.icann.org/x/_AXfAw[community.icann.org] (note in particular that the main reason is to ensure that everyone has the same expectations, and that “a consistent time frame ensures equal treatment for all travelers in a transparent manner”.) This is why the CROP process spells out clearly that the 6-week deadline “is the absolute minimum time and should not be considered a best practice”.

  

I realize that this outcome is disappointing, but I hope that this explanation will provide additional context within which all CROP requests are processed, i.e. to ensure equal treatment for all stakeholders and transparency in decision making. 

 

I look forward to our continued partnership in FY18 and would welcome and additional questions you may have about the BC Outreach Plan, CROP elements or guidelines or anything else related to this program. Quite regrettable that this request is coming behind schedule. The BC would like to use part of its approved CROP slots to support travelers to a BC Outreach that would be conducted during AfICTA Summit in Abuja, Nigeria on Nov 8, 2017.

 

Our Vice-President, African Region (copied) is fully aware and the BC FY18 Outreach Strategy[community.icann.org] is already posted.

 

Is there any window that this request may be actioned?
