It would require some significant funding from the BC's present resources - estimated at $40,000, with a match from ICANN of $50,000 in cash, and additional in kind support, including possibly the venue/space for the event. We will probably need to also raise some sponsorship for the reception, but I believe that ICANN might also be willing to cost share with us on that, if we focus on the GAC and High level attendees to participate along with the Business summit attendees. Hello All, I am objecting to this budget request due to the large impact on the BC budget and lack of time to assess the value of spending the BC funds in this manner. Would it be possible to apply for the ICANN funds and then establish a BC planning team to provide more details on how additional funds would be spent? What is the definition of large businesses and High Level Attendees? What will the $40,000 of BC funding be spent on? I am not convinced that large businesses do not attend ICANN meetings due to a lack of travel funding. What are the chances of being able to get a commitment out of senior ICANN staff, Board members and the CEO to participate? Thanks, Susan, for your questions. I note your opposition, and appreciate your responsiveness in conveying your concerns and questions. I will respond just for informational purposes later today, but hopefully before am your time. I am still in Geneva at the UN meeting /negotiations on the role of the UN in governance of the Internet. Things, unfortunately, did not turn out very happily for business [or ICANN] in terms of now continued and heightened efforts at the ITU, and at the UN itself to call for more UN oversight/engagement with a heightened government only engagement in determining Internet related public policy, but Jimson and I did our best, believe me. Just a quick comment: the High Level GAC representatives are usually deputy Ministers, and some ambassador level. For instance, for Poland, the Minister is expected, but not the UK Minister. That determination is up to the GAC/ICANN as they do the inviting. I think that all know that the GAC holds one High Level session per year, and attendance varies, but has at times been up to 20-25 more senior attendees from the governments, than the designated GAC member. Hungary will send probably a deputy... etc. So, again "high level" for the governments is their determination. For some LATAM countries, they already send ambassador levels to the GAC. For Mexico, it is looking like someone from the President's office, but as both Brazil and Mexico [and Colombia ] have elections this year, they are not making a firm commitment at this point on who. I am engaging with all those offices on WSIS and IGF topics, but it is much too premature to predict. Let me see if I can dig out the attendance from the London High Level GAC event as an FYI over the week end. Thanks very much for consideration. It occurs to me that perhaps there are questions about whether we can make adjustments post submission, and indeed, we can. So, just to assure all that we will have the opportunity to make modifications, and also to note that I have had preliminary discussions with ICANN staff, including Chris Mondini, and with other staff responsible for engagement in Europe and Eastern Europe. I can confirm positive responses to my preliminary discussions, and I did advise that a significant funding support from ICANN would be needed, so this funding request is not a surprise to ICANN. I have also engaged with the Minister of Poland regarding his participation - tentatively - as a possible speaker, if he confirms for the High Level GAC meeting. While tentative, it is presently on his calendar to come to ICANN63 for at least a couple of days. He is a very dynamic and positive leader in Eastern Europe, who comes fairly recently from the business sector into the Minister role. I have also reached out to a Europe/Eastern Europe wide association regarding their participation -- in a very preliminary discussion and received confirmation of interest. Planning something like this for more senior business leaders does take more lead time than we sometimes spend on much smaller outreach events, so I factor into the proposal a serious planning process from approval to delivery, with periodic updates to the BC membership. Fortunately, we do have that time available to us.
