It needn’t be either/or, you could work out a proposal here and then take it into the subgroup and indicate this is how the hard core HR folks have been thinking about this. From there you’ll get the push back, modifications, etc, but at least the initial framing will be on the table. Whereas if you just start in the subgroup you could get derailed early on by the push back and a clean formulation won’t have been on the table.
