Hello all,

To further contribute to our call tomorrow I send you attached a (very) preliminary version of the telegraphic and ultra-condensed version of the CoE paper. It is impossible to capture the depth of the discussions of the report in a document that is short enough for anyone to stop a actually read. So I tend to believe that the goal of this document is to place the issue in sight for the community (even those less interested), stating and somewhat limiting what the key areas of problem are. To detailed discussion of the topics anyone can refer back to the report. 

If anyone else can continue the drafting work with me I would be very thankful. I did not cover privacy issues yet and there are many topics that I am still seeking  to understand. The issue-paragraphs need to be sharper and bring examples too. Please consider this as an attempt to kickstart the document and get the ball rolling.
