To clarify the issue of fees paid by prospective gTLD operators, ICANN charged an ‘application fee’ of USD 50,000 for the 2000 round of gTLDs and USD 68,000 for the 2004 round of sponsored TLDs.  There was no ‘set-up fee’ charged once the delegation was made, but there was an up-front fee charged to every applicant.

I think that it might be better to not separate any elements out at this stage, particularly as "set up fees" could include the costs of getting to a launch stage (by this I mean the historic costs of the entire 'project').
