this to you. It’s fairly uncontroversial (I think) so unless anyone

‘Diane,
I
refer to your email and set out below the ccNSO Council’s response to the
4 questions.
In the
case of the ccNSO, the Board usually meets with the ccNSO Council for breakfast
on Wednesday morning. This serves 2 useful purposes; a) it is an opportunity
for the 2 groups to get to know each other on an individual basis and b) when
necessary it enables the Council to communicate specific messages to the Board as
a whole and in person and enables Board members to ask questions (and vice
versa).
Whilst
b) above may seem a more relevant goal for a joint meeting, the importance of
a) should not be underestimated. Creating a ‘relationship’ between Board
members and Council members is crucial to the operation of the ICANN model.
The
Council feels that the current communication methods work well given the
logistical challenges of ICANN meetings. Currently the ccNSO and Board
communicate by: a) face to face meeting between Board and Council as outlined
above; b) attendance of certain Board members at the ccNSO members meeting (see
below); and c) a session between ccNSO members and ICANN Chair and CEO.
It is
important that the ccNSO members have an opportunity to hear from the Chair and
the CEO on issues that they consider to be relevant. Historically, this session
has been at the beginning of the first day of the members’ meeting and
the input from the Chair and CEO often informs the discussions later in the
meeting.
That
depends entirely on the topics to be covered. Currently, the Board/Council
breakfast is around 1 hour as is the ccNSO members/Chair and CEO session.
Scheduling any more time may prove challenging.
The
meeting between Council and Board should be attended by as many Board members
(and liaisons) as possible.
Any
Board member who wishes to attend any part of the ccNSO members meeting is
welcome. It may be useful to have consistent Board representation throughout
the 2 day members session to enable reporting to the Board as a whole. On the
other hand it may be less resource intensive and just as effective to liaise
with the ccNSO Chair prior to the meeting to identify those sessions that
should be attended by Board representatives.
The
session between Chair/CEO and members should be attended by Chair and CEO
together with those Board members who are available at the time and wish to be
there.’

The
ICANN board would like to receive some input on the interaction with the board
during ICANN meetings – see below.
To the Supporting Organisations and Advisory Committees:
The Board is interested in your views on the best ways for the Board and
Supporting Organizations & Advisory Committees to interact at the ICANN
international meetings. As
the community grows and the issues become more complex, it has become a greater
challenge to find a way to effectively and efficiently organise this
interaction.
In particular, the Board would like to come to a shared understanding of what
Constituency Day should be, with a view to trying out different ways of
interaction during the Constituency Day at next ICANN international meeting in
Sydney..
At present the Constituency Day is organised as follows: the Board is
divided up and a number of members are assigned to various constituencies for
different amounts of time depending on the constituency. The idea behind
this approach was to give the Board members an opportunity to listen to some of
the constituency business, not just rely on the question and answer time with
the Board. To prepare for the visit by the Board members, each constituency is
asked to provide a list of topics that they would like to discuss with the
Board. Some constituencies are better at providing this than others.
Board Members are assigned to constituencies other than the one
with which they are most familiar. In addition, the CEO and the Chair
visit all constituencies. At the end of the day, after all the visits,
the Board comes together and exchanges the views they have heard from the
various groups.
To assist in the discussion about the future of Constituency Day, the Board
would like your thoughts on the following specific questions, by the end of
April.
