Your speculation sounds reasonable, in that case, perhaps, we can help. LACTLD and nic.pr are involved in an initiative to reaching out to non-ccNSO/LACTLD ccTLD operators in the Caribbean. It is very probable that some of them would be willing to support the proposed Bylaw language.
