I have looked into this matter and the technical staff member responsible for this says that .kr does in a way 'redirect' DNS queries as a way of dealing with the inability of Internet Explorer 6 to correctly resolve IDNs (IDN.kr) without a plug in.
That is, .kr does 'redirect' queries about non-existant domain names but only to enable correct resolution of Explorer 6 users.
1) When a non-existant DNS query is made, it is redirected to a site that will change the IDN.kr into PUNYCODE.kr
2) If it can be changed into PUNYCODE, it is changed into the correct IDN.kr punycode as was originally intended by the user
3) However, if it cannot be changed into PUNYCODE, it gives a "non existant page."

.kr is currently working on a patch for BIND that can deal with this deficiency in Explorer 6 and will stop "redirecting."
