Both letters are fine for me but I have one suggestion for the IDN letter.

Could we please replace “I request the ICANN BoD to discuss and adopt” with “I would like to request the ICANN BoD to discuss and adopt”?

Sounds a lot friendlier without hurting the firmness of the request.
