I agree with Leslie's suggestion that we fund those who would not otherwise be able to attend until we come up with a policy.

Agreed, or earlier if possible so that Cairo could be the final approval.

In view of the impossible timescales and the absence of a policy, I
suggest that we only fund those who would otherwise be unable to attend
due to severe financial hardship and carry over the funding to the next
meeting.
