Hello All,

Please see the below from Ram Mohan regarding the plenary at ICANN 85 on resilience. You’ll see he has asked me to -

forward this note to the ccNSO, both to attend the session, but also to contribute any ideas that may arise.

I think this is something that should be of significant interest to ccTLDs especially given our current conversations with IANA on disaster recovery etc..

It would be great if ccNSO councillors and members could attend the session and bring their particular level of expertise and experience to the discussion.

Cheers,

CD

Dear Chris,
I’ve secured community support for a plenary at the upcoming ICANN meeting in Mumbai: “From Stability to Survivability: ICANN’s Role in the Future of Internet Resilience.” We have the prime slot following the Opening Ceremony on March 9. The ccNSO is a supporter also.

I’m writing this to ask if you could kindly forward this note to the ccNSO, both to attend the session, but also to contribute any ideas that may arise.

Why this matters now: The Internet’s dependency surface is expanding faster than its resilience investments. The risk is no longer localized instability, but systemic disruption. This plenary is intended to help the community get ahead of that curve.

The builds on work over the past 15 months with the Marconi Society, SSAC and ICANN.

Objectives
  1. Shift the community mindset from technical stability (“keeping the lights on”) to strategic resilience (surviving inevitable shocks).
  2. Start defining ICANN’s unique role—organization and community—in mitigating systemic risks before they become global outages.

Plenary Structure
  • An educational plenary highlighting four systemic threats:
Exploding system complexity
Underfunded preventive measures
Government focus on critical infrastructure and circular sectoral dependencies
Software supply-chain risk
  • Forward-looking dialog on practical next steps.

The Ask:
To make this session truly action oriented, I am looking for your expertise. Specifically:
  • The "Anchor" Points: What is the one truth the community must accept by the end of this session?
  • Evidence: Do you have specific data points or "near-miss" examples that illustrate these systemic risks?
  • Roadmap: What is a practical first step ICANN can take to lead on resilience?

My goal is to make this session compelling and actionable. I would value your guidance as we finalize the framing.
