I cannot catch what "ccTLDs as registrars" mean.

Is it "ccTLD registries as gTLD registrars" or
"ccTLD registrars as gTLD registrars" or anything else ?

Do you refer to the topic about "ccTLD registrars should
be as qualified(?) as gTLD registrars" ?
