Sorry for late reply . I am more in favor of participating in the RDS-WHOIS2 and help define the undefined scope. I am little concern if ccNSO got left out of the process now and it would be challenging to catch up after May 2018 (date that com/net transferring into THICK). 

We may also suggest ccNSO member to join as individual participant.
