Below you will find ALAC's submission of a Rejection Action Petition on the Board Approval of the Standard Bylaw Amendment regarding Reviews.
Now they need the active support of one of the other Decisional Participants, within 7 days. This period ends Monday 8 June 23.59 UTC
Under the current ccNSO Guideline (
https://ccnso.icann.org/about/guideline-rejection-actions-procedure-24may18-en.pdf)
the following needs to be done:
- Upon receipt of a request from another Decisional Participant to support their Rejection Action Petition, the ccNSO Council needs to be notified, the request should be posted on the ccNSO website/wiki, and the ccTLD community informed
accordingly.
- During a three (3) day period directly following the receipt of the request to support a Rejection Action Petition, ccTLD community members may submit their opinion on the merits of the ccNSO becoming a Rejection Action Supporting
Decisional Participant.
- The community will have until Thursday 4 June 23.59 Pacific time (3 days after receipt) to respond.
- Action: The Rejection Action Petition Manager, or the Secretariat on his behalf, should inform the ccTLD community.
- Immediately upon the conclusion of this community feedback period:
- Action: The Rejection Action Petition Manager will have the comments received, if any, categorized and summarized, and post the summary to the ccNSO Council list.
- The ccNSO Council shall convene either in person or via tele-conference no later than the Sunday 7 June at 23.59 UTC to take a decision whether to support the Rejection Action Petition(s) from another Decisional Participant. In making
its decision, the ccNSO Council will consider:
- the feed-back, views, and input received from the ccTLD community regarding the specific Rejection Action Petition, if any,
- the importance of the matter for the ccTLD community and other factors deemed relevant by the ccNSO Council.
- Action: Organize a call on Sunday to make a decision.
- It should be scheduled before the SO/AC Chairs Roundtable which is set for Sunday at 16:00 local time | 14:00 UTC.
- Proposal to set up a
zoom call on Sunday 7 June at 14:30 local time | 12:30 UTC. Unfortunately we won't be able to have a physical room at the venue.
- Note to follow procedure, we’ll have to wait until the community has been consulted and the Rejection Action Manager has had a chance to summarize the comments, if any.
- If the ccNSO or other Decisional Participant supports the petition, next steps, including a rejection action community forum, will be organized later.

The At-Large Advisory Committee (ALAC) hereby submits the attached Rejection Action Petition received during the applicable Rejection Action Petition Period.
Pursuant to Section 2.2(c) Annex
D of the ICANN Bylaws, ALAC submits this Rejection Action Petition Notice to the Empowered Community Administration in respect of the ICANN Board
Approval of
a Standard Bylaws Amendment to Article 27- Transition Article to Address Specific Reviews, which would suspend ICANN's obligations to conduct Specific Reviews while the community’s Review of Reviews process remains ongoing.
In the ALAC’s view, the proposed amendment would result in an unacceptable erosion of ICANN’s accountability mechanisms and warrants consideration by the Empowered Community under the procedures set out in the ICANN Bylaws.
