I believe the next Council Workshop is a good place to use this rule. Since "It provides a way for speakers to openly discuss their views in private while allowing the topic and nature of the debate to be made public and contribute to a broader conversation." https://www.chathamhouse.org/chatham-house-rule

During the workshop we want everybody to actively participate and contribute, so this rule might encourage all to speak up in a more comfortable manner, while keeping the transparency of the discussions to the community.
