Gentlemen,

Attached please find the Issues Report on the PDP for IDN ccTLDs. I confirm that in accordance with the recommendations if the report, the ccNSO has resolved to launch the PDP.

As the PDP will be conducted without the use of a task force, clause 8 Annex B of the ICANN bylaws applies (http://www.icann.org/en/general/bylaws.htm#AnnexB). In accordance with sub-clause A thereof, please take this email as a formal request for each of you to arrange for an appointment of a representative to solicit the views from your respective region on the issues.

Further, you will note that the Issues Report recommends the formation of 2 Working Groups (see Issues Report section 4 Methodology and Annex B Charter Working Group 1). WG 1 is in the process of being formed and in accordance with its Charter I request that the each of you nominate 1 observer to the WG.
