Please find below my report on the CSC/CSCRT.


Introduction:

 

The CSCRT is tasked with considering the effectiveness of the CSC in carrying out its mission as defined in the CSC Charter.  

 

Methodology:

 

The current review team followed the established framework to assess the CSC's effectiveness, by meeting with representatives from the CSC, PTI, and ICANN org and reviewing relevant documentation. 

 

Recommendations of Note:

 

Recommendation 3:

 

Appointing one alternate member to the CSC from each appointing organization. This will expand the pool of qualified volunteers who could potentially become full members in the future. The alternates would be allowed to participate in CSC meetings and access the mailing list to fill in for absent members.

 

Recommendation 5:

 

The CSC and PTI work together to create a framework for regularly reviewing the full set of 64 SLAs for the service to the direct customers gTLD and ccTLD operators). The framework could be based on the Process for Amending the IANA Naming Service Level Agreements, but would require input and support from PTI's direct customers. The CSC and PTI

 

Recommendation 6:

 

Appointing one alternate member each for the ccNSO, RySG, and liaison organizations. These alternates can act as substitutes for appointed members to fulfill the quorum requirement and will have the same access to information. The CSC recommends that this be resolved through consultation with the appointing organizations, rather than a Charter amendment. The CSC will determine the role of the alternate and the procedure for appointment in consultation with the appointing organizations.

 

Recommendation 7:

 

According to the CSC Charter and Bylaws, the CSC's effectiveness must be reviewed every two years, then every three years, and the findings must be published on the website. The Team has discovered that the IANA Function Review will overlap with the CSC's work and effectiveness review. Despite the importance of the CSC's role, the Team suggests that the effectiveness review could be reduced to once every five years without harming the CSC or PTI. The previous reviews found the CSC to be effective and having a good relationship with PTI, and the Team believes that the quality of members and liaisons is the most critical factor in their effectiveness. The Team recommends that the ccNSO and GNSO Councils consider changing the frequency of the CSC Effectiveness Review.

 

Conclusion:

 

Recommendations  3 and 6 should be read in context to each other as they are closely linked,  however deal with different concerns.  Recommendations 3,5,6 would be administrative in nature.  Recommendation 7 would require a Fundamental Bylaw change.
