ICANN's Draft FY20 Operating Plan and Budget and the current year update to the Five-Year Operating Plan was published for public comment in December 2018. Link:

On 5 February, the Strategic and Operational Planning Standing Committee (SOPC) submitted comments on behalf of the ccNSO (see attached and here).
