Dear Colleagues,
Thank you for your input! As rigthfully pointed out by Alejandra, the idea is to help people to open up and actively participate, not to cook something in secret. As to Stephen’s question about the Bylaws, I wouldn’t be able to answer better than Pablo. To sum it up, Council Workshop will be closed and held under Chatham Couse Rule (9:00-12:00), Council prep-meeting will be open again.
Regarding the workshop, I took the liberty to change the last part (yes, yes, I know, I am an undemocratic tyrant). Instead of having a brainstorming about the website, we will concentrate on actionable results of our workshop (see attachment). Hope you agree it would be more productive.
Have a safe trip to Montreal! See you soon!

Subject: Re: [ccnso-council] Rules of engagement at Council workshops
Dear Katrina and Colleagues
I believe the next Council Workshop is a good place to use this rule. Since "It provides a way for speakers to openly discuss their views in private while allowing the topic and nature of the debate to be made public and contribute to a broader conversation." https://www.chathamhouse.org/chatham-house-rule
During the workshop we want everybody to actively participate and contribute, so this rule might encourage all to speak up in a more comfortable manner, while keeping the transparency of the discussions to the community.
See you soon! :)
Best,
Alejandra

Dear Colleagues,
I would like to know your thoughts and wishes regarding the rules of engagement at our upcoming (and maybe all other) Council workshop. We have never done that before but, perhaps, we should discuss pluses and minuses of holding the workshop under the Chatham House Rule, i.e. “participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed.” On the plus side, that could facilitate discussions. A minus: it would mean that the workshop part would be closed, i.e. only Councillors, observers from ROs and liaisons would be allowed.
In any case, the workshops are not recorded. We will try to document the results by taking notes. A brief summary will also be given to the members on Tuesday.
What are your thoughts?
Thank you,
