In section 3, I think that I expressed concern that it was not yet clear whether all ccTLDs who wished to participate would be able to do so. This concern was noted and it was hoped that Demi and others would bear it in mind and update colleagues when information was available. 

In section 6, I think that we agreed that the need to make ccNSO bylaw changes would have to be very carefully considered, given the process for making such changes and that any PDP process might open the possibility of other by law changes.
