Please find included the final draft of the Issue report. I am waiting on Genral Counsel’s opinion, which is now being processes. Once recevied I will have the issue report published and send it to you again.

I do not expect that General Counsel wil disagree that PDP is within ICANN’s mission ( first requirement) and wihtin scope of the ccNSO PDP (second requirement)
