I agree to drop the referral back to WT5. It was moved because WT 5 only deals with country and territory names.

"Given the close relation with two-letter code-elements and issues of confusing similarity, the ccNSO Council strongly suggests the current reservation be maintained. At a minimum, this issue needs to be further discussed under Work Track 5."

 

It feels to me that it's giving some room for considering to have this kind of gTLDs. If that is not the case, then an alternative paragraph could be:

Given the close relation with two-letter code-elements and issues of confusing similarity, the ccNSO Council requests the current reservation be maintained.
