Your input is needed. I am writing to you in my capacity as the ccNSO Action Process Manager to inform you that on 19 June 2025, the Council was approached with the question of whether the ccNSO supports the ALAC Community Reconsideration Petition that they have initiated. The Petition can be found at: https://www.icann.org/en/system/files/correspondence/alac-to-eca-19jun25-en.pdf. The petition seeks reconsideration of the ICANN Board Resolutions of 19 May 2025 published at: https://www.icann.org/en/board-activities-and-meetings/materials/approved-resolutions-special-meeting-of-the-icann-board-19-05-2025-en#section1.a

 

Among others, ALAC suggests in its petition that the fourth accountability and transparency review (ATR4) should no longer be deferred. As you may note in the Board resolution, the ccNSO Council has expressed strong support for what has come to be known as the  “Review of Reviews”. This process is intended to explore the purpose and need for the ICANN Bylaw-mandated reviews, including the ATR, and before launching ATR4. Procedure regarding the support of a Community Reconsideration Request


Per Section 4.2 and Annex D section 4.3 (Community Reconsideration Request) and as one of the Decisional Participants of ICANN’s Empowered Community, the ccNSO has to determine within 21 days after receiving the request whether it supports the Community Reconsideration Request.  This date is 10 July 2026. For details on the request for support, you are referred to Annex D: https://www.icann.org/en/governance/bylaws#annexD


Currently, we do not have a procedure in place to determine whether there is support for this type of Request by the ccNSO. For that reason, the Council agreed today (25 June 2025) to the following procedure:  

  1. Council Decision - Under the Community Reconsideration Request, the Council is expected to determine whether to support the request within 20 days after receiving it. For that matter, the secretariat will schedule a Council call for 8 July 2025.

  2. Solicitation of community input -  Starting today (Wednesday, 25 June) and until 1 July. The ccTLD community members need to be informed of the request and invited to comment and share their views, if any. Comments, if any, to be taken into account by the Council at its meeting on 8 July.

  3. Due to the tight timelines, Council decisions are administrative, i.e., not subject to a member's call for a vote. They are effective immediately upon publication.
