NOTES
Welcome by Bart.
Purpose of this webinar: To introduce the councillors and members on the WP to the ccNSO review, before the Copenhagen meeting. The review will kick off in FY18 (post 1 July).
The Working Party (WP) will be extended post-CPH with community members. At least 1 member from every region (non-councillor)
This webinar serves also as a preparation for the meeting with the Board Organisational Effectiveness Committee (OEC). The meeting with the OEC will take place at ICANN58 on Tuesday, at lunch time, to discuss the scope of the review.

Lars Hoffman (MSSI), will work together with Larisa Gurnick (MSSI) on the ccNSO review, together with the independent examiner.
Possible Road Map ccNSO Review
Orange flag on the slides: more intense work phase, by WP.
ICANN58: meeting with the OEC chair (Rinalia). Important to keep everyone involved informed on the expectations, and clarify possible issues. Scope, and aspects mandated by the bylaws to be discussed during that meeting. Also looking back at previous reviews
May: Request for Proposals (RFP) to be published. Independent party will contract with ICANN.
June: RFP launches
September: start of the review (vague date - response period could be extended, maybe the scope needs extra attention, etc.)
Working Party will be asked to provide feedback on factual issues and analysis provided by the independent examiner. only afterwards it will go out for public comment.
Once the public comment closes, the WP will work closely with the examiner on the final report. Once the final report is submitted (July 2018), the WP will receive the OEC report with their own assessment.

Roles and Responsibilities
4 parties:
1- Review WP
2- Independent examiner
3- OEC
4- ICANN org.
1 - Key is the relation between WP and the independent examiner. The WP is the outreach committee of the community and the review. e.g. concerns regarding the right people to be interviewed.
The conduct of the WP is left to the community under review. How often to meet? Change cadence?
2 - Independent examiner might observe during F-2-F meetings, look at documents online, conduct interviews with the wider community. An online survey might be made available.
3 - OEC is oversight body of organisational reviews. Will define the scope. Will accept the report in the end, and approve the implementation plan.
4 - ICANN org is support staff from MSSI. will make procurement for the RFP, assist logistically.

Next Steps
RFP = call for independent examiner.
Draft a strawman to be circulated among WP after Copenhagen. Could be done within 3 days, or could drag out couple of weeks/months, depending on the refinements.

Chris was at the time chair of the ccNSO, Bart was support staff. Conversations with External reviewers, and support staff. Why is scope so important? Sets the frame of the reviewers to look into.
Excluded from the scope at the time:

PDP process itself was looked into. The PDP can only change through a PDP. The PDP itself was excluded from the scope. Issues that could be addressed: were excluded too. ccNSO was created to do policy development process (PDP). is it effective? That is up to the ccNSO Members to decide.

2nd contentitious area: financial contributions of the ccTLD community. including the funding of the ccNSO. This was excluded from the final report.
Definition of scope will be part of the discussion with OEC in Copenhagen.

Result of the first review
Based on the review and discussion with the OEC at the time, and the work of the ccNSO itself, it started with 12 recommendations that needed to be implemented.
ccNSO implemented all recommendations at the time. The review itself was completed in 2011. Some of the recommendations were already implemented during the review process itself.
