1. Update CWG – Stewardship ( implementation progress, Conditionality requirements CCWG)
Lise: Conditionality Requirements. In 3rd Proposal CCWG issues re. Budget and IRP
Budget: Last Tuesday special meeting around PTI budget issues. Implementation issues around budget raised by Paul K: Ensure resources PTI for longer term.
Can not be included in requirements CWG. -> needs to be taken care of in Implemntation phase
IRP: Becky briefed CWG on IRP, no comments from CWG
Sidley will do a “quality” check on results.
CWG intends to publish their positive findings to Chartering Organisations a few days after the Publication Final Report. To be expected around 22 February.
Although not on radar of ccNSO, creates a lot work for others
Process Budget overrun: Discussions with ICANN Board and BFC to control costs. Last call other SO?AC chairs present
Looking for way to control the cost. Only flagging the issue.
Byron: considerable discussion and special meeting at request of ICANN. Chair Board Finance Committee lead the call. Relatively collegial, but interpretation, ICANN uncomfortable with potential total expenditure, which is currently estimated to be 25 million USD. This is well over the 7 million originally “guestimated". ICANN looking for cover/support from SOs and ACs. For upcoming, future work, potentially ICANN may want to make chairs of CCWGs responsible. Item to be further discussed
Mathieu: Board and Xavier are desperate to show they do not want the cost take over the discussion.
1. Discussion in CCWG about estmates for implementation and WS 2
2. Suggestion to include in ccNSO SOP WG session in Marrakesh. Giovanni has been approached.
Implementation progress
Personal view implementation is moving forward as hoped, however concern around SLE. There was supposed to be a meeting between SLE team/DT - A and Expert/ICANN staff
Paul K: Surprised no raw data avaialble, nor have had any contact with ICANN expert or staff.
Reason why important: to capture all tweeks etc. If there is delay, then it will be very difficult to complete SLE document well before Transition, which is requirement.
Question: Has Mark Blanchet given indication of issues. Paul K has received presentation. But unclear what reasons are for not handing data to SLE group.
Lise: Asked for raw data. Not share raw data with users. Raw data are emails and hence specifically refer to who send what request.
Paul K: on last point: His stafff is very capable of dealing with confidential data.
Lise: will try to ensure that meeting will be arranged.
2. CCWG Accountability
Extremely busy weeks since early January.
Mathieu: Last Tuesday CCWG agreed on open items. So now in process of finalisation.
Over week-end lawyers revew, then CCWG needs to sign off.
Timing submission and decision making
Report to be expected 18 February
SO/AC are requested to decide in Marrakesh. Board wants to adopt on Thursday
ccNSO Council feed-back: CWG requriements are met.
Byron comment on timing. SO/AC were asked to take a decision by Tuesday 8 March, to allow the Board to take a decision on Thursday 10 March. In contact with other SO/AC chairs. Most likely it can not be done on Tuesday. Respective Councils and ACs will meet on Wednesday, after the discussions in the respective groups on Tuesday and Wednesday have been concluded. Expectation is that chairs will inform ICANN not able to squeeze out a day. Effectively doing so may be counter-productive.
Mathieu: Very reasonable and sensible approach and supports argument around risk, and to stick with original schedule.
Byron: Can you imagine, what would happen if special meeting ccNSO Council meeting on Tuesday? All other SO/AC have that same issue.
