Please don't take this personally, but I object vehemently to the proposed Triage recommendation 34-2016.  That the Triage committee could classify this as " Impact on ccNSO/ccTLDs: middle" frankly astounds me.

 

This is arguably the most important issue regarding the relationship between ccTLDS and ICANN that has come before Council since the proposal to adopt the Final Report of the Framework of Interpretation Working Group and forward it on to the ICANN Board (who did adopt it as ICANN policy).  The proposed contract which is posted for public comment needs to be seriously reviewed by the ccNSO Council, as well as the overall ccTLD Community, as its adoption will result in fundamental changes in the relationship between ccTLDs and ICANN / post-transition IANA (PTI) that need to be undersood and evaluated by the entire ccTLD Community prior to our Community's acceptance of the current contract language.

This public comment proceeding seeks community input on the proposed IANA Naming Function Agreement. In order to reflect the recommendations contained in the proposals by the IANA Stewardship Transition Coordination Group (ICG) as provided to the ICANN Board and transmitted to NTIA on 10 March 2016, ICANN must incorporate an affiliate referred to as PTI, and put in place an agreement between ICANN and PTI granting PTI the right to perform the IANA naming function.
