Included the updated charter for the SOP WG to reflect the agreed changes from the Cartagena WG and council meetings:
The changes are:
Roelof Meijer is recorded as chair.
The chair of the ccNSO council and chair of the Finance WG are ex-officio members of the SOP WG ( Please note that the chair of the SOP WG is ex-officio chair of the Finance WG)
