We have received several requests for input, that were addressed via triage recommendations. Below I have included an overview of all recommendations as formulated by the Triage Committee. The summary and background of the recommendations, the proposed action for each of them and the relevant deadlines, are included in the tables further down in this e-mail.

Volunteers for IRP IOT

Volunteers are needed to re-compose the Independent Review Process (IRP) Implementation Oversight Team (IOT), which will develop published Supplemental Procedures for ICANN’s Independent Review Process. The work of the IRP IOT is important to ICANN’s accountability and sets many procedures around how IRPs are administered.

BACKGROUND

Under the ICANN Bylaws, ICANN is required to consult with the SOs and ACs regarding the establishment of the IRP IOT. Last October, the IRP IOT produced an interim set of Supplemental Procedures that were adopted by the ICANN Board during ICANN63, and now a final set of Supplemental Procedures is needed. For many team meetings, the IRP IOT rarely had more than the five participants required for a quorum, and frequently faced challenges meeting a quorum. The goal of this team is to reach a final set of Supplemental Procedures that reflects input from across the ICANN community, which prompts this request for additional volunteers to join.

The Age Diversity and Participation Survey will help to clarify perceptions of diversity, equality, leadership, and inclusiveness, which in turn will help inform community discussions.

Proposed renewal .asia registry agreement

Summary:

 

ICANN is posting the proposed agreement for renewal of the 2006 .asia Registry Agreement for public comment, which is set to expire on 25 March 2020. The .asia 2010 Registry Agreement was originally set to expire in May 2017, and at the time ICANN was in the process of updating the base generic top-level domain (gTLD) Registry Agreement (herein referred to as the base registry agreement). It was mutually agreed that the terms of the .asia 2010 Registry Agreement would be extended while the base registry agreement was finalized, and that both parties would work in good faith to update the agreement in alignment with the base registry agreement as soon as practical. The .asia renewal agreement proposal is a result of bilateral discussions between ICANN and dotAsia Organisation Limited, the Registry Operator for the .asia top-level domain (TLD).

Call for volunteers: NomCom Review Implementation Working Group

ICANN and the NomCom IPT are seeking volunteers to join the NomCom Review implementation working group. The results of this working group will impact all of ICANN's community so it is critical that all of ICANN's Supporting Organizations, Advisory Committees, as well as relevant stakeholder groups and constituencies participate.As requested by the ICANN Board (see the 14 March 2019 resolution here [icann.org]), the NomCom Review implementation working group will:
-
develop a detailed implementation plan, including appropriate costing, for the 27 recommendations of the NomCom Review, based on the guidelines detailed in the IPT's Feasibility Assessment and Initial Implementation Plan [icann.org] [PDF, 515 KB];
- and oversee the implementation of these recommendations, once approved by the Board. The detailed implementation plan, including appropriate implementation costing, shall be submitted to the Board as soon as possible, but no later than six months after approval of the 14 March 2019 Board resolution, i.e. 14 September 2019.

The implementation working group's first meeting will take place on Wednesday, 17 April 2019 at 20:00 UTC and volunteers are encouraged to join before this date. However, the implementation working group will remain open to new members throughout its work so volunteers will be able to join at any time.
