Per ccNSO council decision (Resolution 123-09), the ccNSO secretariat launches a call for volunteers to fill the slate of two (2) to five (5) ccNSO appointed members to the CCWG new gTLD Auction Proceeds.

Membership to the CCWG is open to all ccTLDs, both ccNSO Members and non-ccNSO members.  Moreover, this call for volunteers is targeted at representatives of organisations which are closely related to ccTLD managers that have experience in the areas to be considered by the CCWG new gTLD Auction proceeds. 

The CCWG will potentially convene once a week. The expected time commitment as a ccNSO appointed members to the CCWG new gTLD Auction Proceeds is 2 to 4 hours per meeting.

If you are interested to become a member of the CCWG you are kindly requested to submit your applications to the ccNSO Secretariat (ccnsosecretariat@icann.org) by Wednesday 14 December 2016, 12:00 UTC (noon).

The ccNSO Council will appoint the new members to the CCWG as soon as possible after closure of this call for volunteers, based on the selection criteria included in this email, and taking into account the diversity of the ccTLD community, including geographical diversity.

How to Apply?

If you are interested in serving as ccNSO appointed member to the CCWG new gTLD Auction Proceeds, you are invited to provide the following:

• A resume, curriculum vitae, or biography summarising background and experience
• A Statement of Interest (SOI) detailing your interest in serving as ccNSO appointed members to the CCWG new gTLD Auction Proceeds and what you will bring to this position. In the SOI, identify potential conflict of interest in your service as ccNSO appointed members to the CCWG new gTLD Auction Proceeds

The SOI should include at a minimum your full name, SO/AC affiliation (ccNSO) and external affiliation or association (where applicable). 

The following mandatory disclosure in the SOI is required: Declaration or intention to apply for (or in any way support the application for) the new gTLD Proceeds, either as an individual or through the entity you are representing or employed by or are otherwise funded by or affiliated with or support/endorse. It will be mandatory to report any changes in relation to these intentions throughout the CCWG life-cycle.

• Letter from your employer supporting you with respect to the required time commitments, confirming that you will attend CCWG meetings regularly and inform the ccNSO and broader ccTLD community.  If not directly related to a ccTLD Manager, demonstrate active backing by a ccTLD manager

If you apply for the position of ccNSO appointed (co-)chair of the CCWG new gTLD Auction Proceeds, the following also applies:

• Candidate (co)-chairs should have participated actively in at least one CCWG or ICANN working group in order to have relevant or related experience of the different tasks that come with chairing a CCWG. Prior leadership experience (chair, co-chair, vice-chair) is desirable.
• Those accepting leadership positions in the CCWG will be taking on substantially higher levels of commitment than that of Members and Participants.

Membership

Members, participants and observers

Participation in the CCWG, and its sub-teams (should these be created), is open to ccNSO and other chartering orgnaisations appointed Members. In addition participants and observers may participate in the work of the CCWG.  Participants will be able to actively participate in and attend all CCWG meetings. However, any consensus calls or decisions that need to be made will be limited to CCWG members appointed by the ccNSO and the other chartering organisations.  Observers may join the CCWG and will be subscribed to the mailing list on a read-only basis (no posting rights). Observers are not allowed to attend the CCWG meetings. Particpants and observers will be invited separately to put their names forward.

Criteria for members

In accordance with the adopted charter of the CCWG (http://buff.ly/2gGK1rh), the ccNSO (as well as each of the other chartering organisations) shall appoint a minimum of 2 and a maximum of 5 members to the working group.

Members are appointed by the Chartering Organizations in accordance with their own rules and procedures. Chartering Organizations should make reasonable efforts to ensure that the composite of individual Members:

• Have sufficient and appropriate motivation (and ideally expertise) to participate in the substance of the work of the CCWG. Appropriate experience could, for example, include experience with allocation and final disbursement of funds;
• Commit to actively participate in the activities of the CCWG on an on-going and long-term basis; 
• Solicit and communicate (where appropriate) the views and concerns of individuals in the organization that appoints them;
• Commit to abide to the charter when participating in the CCWG;
• Understand the needs of the Internet communities that ICANN serves (standards, domains and numbers);
• Understand the broader ecosystem (the Internet Community) in which ICANN operates and the needs of those working on other aspects of the Internet industry, including those not yet connected

Roles and Responsibilities

The roles and responsibilities of the ccNSO appointed members to the CCWG new gTLD Auction Proceeds are:

• To participate diligently and actively in the meetings and activities of the CCWG on an ongoing and long-term basis
• To communicate and advocate the positions of the ccNSO to the CCWG;
• To report to the ccNSO on current and upcoming activities, progress and deliberations of the CCWG that may be of relevance to the ccNSO and broader ccTLD community.
• Share input from the ccNSO with the CCWG
• If feasible and considered relevant ask to the ccNSO for advance guidance, if any, on matters that are going to be discussed by the CCWG.

Volunteer chair(s) will preside over CCWG deliberations and ensure that the process is bottom-up, consensus-based and has balanced multistakeholder participation. 

Background CCWG new gTLD Auction Proceeds

The CCWG is tasked to develop proposal(s) for consideration by the Chartering Organizations on the mechanism that should be developed in order to allocate the new gTLD Auction Proceeds. As part of this proposal, the CCWG is also expected to consider the scope of fund allocation, due diligence requirements that preserve ICANN’s tax status as well as how to deal with directly related matters such as potential or actual conflicts of interest. The CCWG will NOT make any recommendations or determinations with regards to specific funding decisions (i.e. which specific organizations or projects are to be funded or not).

The new gTLD Applicant Guidebook (see https://newgtlds.icann.org/en/applicants/agb) deals with the possible uses of auction funds as follows: “

Possible uses of auction funds include formation of a foundation with a clear mission and a transparent way to allocate funds to projects that are of interest to the greater Internet community, such as grants to support new gTLD applications or registry operators from communities in subsequent gTLD rounds, the creation of an ICANN-administered/community-based fund for specific projects for the benefit of the Internet community, the creation of a registry continuity fund for the protection of registrants (ensuring that funds would be in place to support the operation of a gTLD registry until a successor could be found), or establishment of a security fund to expand use of secure protocols, conduct research, and support standards development organizations in accordance with ICANN's security and stability mission”.

Deliverables and Reporting

As a first step the CCWG will develop and adopt a work plan and an associated schedule of activity. The CCWG is expected, at a minimum, to publish an Initial Report for public comment followed by a Final Report, which will be submitted to the Chartering Organizations for their consideration.
