The "none of the above"-option is included in the ccNSO internal guideline, "ccNSO Nominations process ICANN Board Seats 11 and 12". The most recent version of the guideline was adopted by the
ccNSO Council during its meeting on 22 August 2019 (Council wiki 22 Aug meeting:

• The ballot will include the name(s) of the candidate(s) and “None of the above”, “None of the above” will mean that a ccTLD Manager believes the candidate(s) listed is / are not qualified to serve on the
ICANN Board of Directors.

Can you please advise us where the "one of the above" option on the
ballot would come from?
It seems to contradict the Bylaws and I can not recall any membership
decision in this regard.
