As you will recall the ccNSO policy on retirement of ccTLDs was recently - September 2022 - adopted by the Board and the CEO or his designee was directed to implement the recommended policy. Following the adoption, the ccNSO is exploring how to structure the interaction between the ccNSO & ICANN (org and the Board) to ensure predictability and clarity of roles with respect to the implementation of policies developed by the ccNSO.

It is our expectation that clarity around this topic will become more important in 2023, as the ccNSO is likely to conclude both the second part of the third ccNSO PDP on review mechanisms and the PDP on the (de-)selection of IDNccTLD strings during this period.

It is our understanding that with respect to implementation of GNSO consensus policies, the GNSO has developed a set of principles and guidelines that define the interaction between the GNSO and ICANN.  We also understand that ICANN’s GDS/GDD has developed a Consensus Policy Implementation Framework (CPIF), which is designed to support predictability, accountability, transparency, and efficiency in the Consensus Policy implementation process.

The ccNSO Council believes that the ccNSO would benefit from developing an equivalent set of principles, guidelines and, if applicable, a framework to cover its interaction with ICANN org and the Board with respect to the implementation of policies developed by the ccNSO. This topic will be introduced to the broader ccTLD community at the ccNSO Governance session [Tuesday 14 March 2023, block 4]. We kindly invite you, or someone you designate, to attend this session. It is also a topic the ccNSO will propose as part of the dialogue with the ccTLD related Board members [Wednesday 15 march 2023, block 5].
