I see 2 items here:

 

1) whether ccNSO needs any additional budget to support additional activities (not included in regular budget)?

It is up to us (community, ccNSO committees, council) to decide and request (if needed)

 

It seems that ccNSO used ABR opportunity at least once – to ask for translation services.

I’m not sure what the process was, but the distributed document mentions Enhanced language services for ccNSO as an example of successful ABR pilot projects that transitioned into the annual OP&B (see Annex 1)

 

2) the process to receive additional funds

ABR was a separate process within overall ICANN budgeting

 For example in previous year the period to submit ABR requests was 17 October 2022 - 30 January 2023

The public comment on Operating Plan & budget period was 14 December 2022 – 13 February 2023

 

ICANN claims that having these 2 processes running concurrently brought confusion about the ABR process and the annual OP&B process

ICANN suggests to use one process - the annual OP&B process - for all resource requests since such approach will result in more efficiencies.

From my personal point of view the suggestions makes sense

BUT we need to comment on it and demand that ICANN makes crystal clear how it will work and how community groups should request additional funding within annual OP&B process

Do we know of which other SO/ACs have gone down the ABR process in the past, and might it make sense for us to reach out to them to find out

  1. Why they felt it was necessary to go down this route, and what they were looking for with “out of band” funding?
  2. Their thoughts on ICANN Org’s proposal to terminate the ABR process?

Dear Councillors and SOPC members

 

During the SO/AC Chairs roundtable at ICANN 78 the attached document was presented seeking our feedback. It is a recommendation to end the Additional Budget Request (ABR) process beginning in Fiscal Year (FY) 2025, and for community groups to utilize the annual operating plan and budget (OP&B) process for all resource requests moving forward.

To date the ccNSO has not made such a request, so we have no experience on this matter. Therefore, may I suggest that we decline commenting on this topic?
