I would like to share Katrina’s concerns about finding volunteers and the difference between announcing participation and actually taking part in the work of the PDP WG.

 

Please also note that the Temp Spec on gTLD Registration Data requires a sufficient level of knowledge about GDPR. I’m quite familiar with the Temp Spec because we will have to implement it for our gTLD’s. For registries not managing gTLD’s this might be a bit of a challenge grasping all the nuances.

 

As a way forward I would propose the following. Let’s have a quick poll among the ccNSO councilors to find out if anyone is willing and able to volunteer for this. If we find volunteers in our midst then there is no real risk of responding positive to the call of the GNSO. If, however, there are no volunteers among us, it would not be advisable to take the risk and go forth with this….unless we want to enjoy to witness some “forced volunteer” picking by our Chair!

Your opinion is required!

 

We have received an invitation from the GNSO to participate in their Expedited PDP on the Temporary Specification for gTLD Registration Data (see the attachment).

 

The question is whether the ccNSO should accept the invitation to appoint two members and their alternates.

 

According to the draft charter, membership will be limited – and the ccNSO is invited to appoint up to two members and up to two alternates. Note, we are not obliged to appoint members. However, if we decide to do so, our members have to meet the criteria, as defined in the letter. This includes acting as representative of the ccNSO, i.e. providing the formal position of the ccNSO when there is a call for consensus of the PDP WG. Further, to make sure that they will meaningfully contribute to the EPDP, they need to understand the issues at stake and must commit to be available from the start and during the full process (with an expectation to attend an intersessional meeting and most of the calls, as well as spend time preparing: roughly 4-6 hours per week). In addition, in order not to disrupt the tight schedule, the appointments have to be made by 23 July 2018.

 

As you will recall, in the past we had enthusiastically decided to participate in some activities, but when we had to appoint people, nobody volunteered.

 

Therefore, please do not take the decision to participate lightly!

 

As to the topic itself, I would like to stress that this is about defining gTLD registration data. Although I appreciate that the topic is of interest to ccTLDs that are more involved in the gTLD space, defining registration data sets is out of the policy scope of the ccNSO. In addition, and as you can see in the letter, observers are welcome.

 

Please share your views and proposed ways forward as soon as possible! The timeline for seeking volunteers and appointing members is very tight!
