Included is the first draft for the Issues Report for the IDN ccPDP for initial discussion and feedback by the Council. I would appreciate if this document could be discussed at the upcoming Council meeting in Mexico. Please note that two sections of the Issues Report are not available (yet). First of all, the opinion of ICANN’s general counsel is not included as it has not been requested yet. This will be done as soon as there is a stable version of the Issues Report. The second element that is not included is a draft charter for a working group to propose amendments to Article IX of the ICANN bylaws to include IDN ccTLDs.
