I hate to be the spoil sport here, but I have to ask whether or not this proposal, however well intentioned, is inconsistent with Article 3.1 of the ICANN Bylaws, which states:

ICANN and its constituent bodies shall operate to the maximum extent feasible in an open and transparent manner…

Subject: [ccnso-council] Rules of engagement at Council workshops

 

Dear Colleagues,

I would like to know your thoughts and wishes regarding the rules of engagement at our upcoming (and maybe all other) Council workshop. We have never done that before but, perhaps, we should discuss pluses and minuses of holding the workshop under the Chatham House Rule, i.e. “participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed.” On the plus side, that could facilitate discussions. A minus: it would mean that the workshop part would be closed, i.e. only Councillors, observers from ROs and liaisons would be allowed.

In any case, the workshops are not recorded. We will try to document the results by taking notes. A brief summary will also be given to the members on Tuesday.
