when will it be enough for you Chris – so that you will say no even
if nominated?
Thank you Mathieu for starting this question session and thanks Chris and others for the
initial answers. I also have a question or two that have been nagging me on this.
It is often observed in my region, Africa, and maybe less often in other regions as
well, that a sizeable number of leaders overstay in their positions by taking advantage
of the law or indeed by manipulating the law to stay in power for a period that appears
oversize or beyond limits or beyond "normal"
Such leaders often claim to be liked or to be doing a good job based on the opinions of
a few close friends who seem to be convincing the leader of this and who continue to
nominate and/or promote such leaders for their own good as the power of the leader
“brushes” on them. In such cases it takes considerable effort to effect positive change,
with efforts in many cases turning bloody.
Unfortunately, in my observation, this ccNSO election to the Board in this case is
similar to such cases, and it has been nagging me. So, unfortunately, your saying that
you would resign if “a majority of the ccNSO members had lost confidence” does not bring
relief to my nagging because it is the same as what such leaders say. I also guess that
such concerns form the basis or reason some asked earlier if you would accept the Board
seat nomination.
So my question is – when will it be enough for you Chris – so that you will say no even
if nominated? I am aware that you do a good job at the Board for the ccNSO as others
have already commented but that is not enough to overstay, overstaying sometimes
suppresses those who could do just as good a job or even better. I am not saying this
for me BUT I am sure the probability is one that there is someone out there who could do
as well or better. This is the reason the participation issue was raised earlier by
others on this issue.
Legalised term limits help but I guess the leaders, their lawyers or close friends
already have answers for that in this case and in many cases like this of leaders that I
have cited above. Apologies for the long e-mail but my question remains.
Regards,
Paulos

What would, in your opinion, be reasonable grounds for the ccNSO toinitiate a process to remove a ccNSO appointed Board member ?I think, in simple terms, if the Board member has lost the confidence of the majorityof the ccNSOmembers (for whatever reason) then that would be reasonable grounds. That said, if Iwas theboard member in whom a majority of the ccNSO members had lost confidence, I can assureyou that Iwould resign without requiring the ccNSO to go through the Board member removalprocess underthe new by-laws.2. Are you going to run for the Chair position ? Will you, in case you are elected, consider that it changes any of your commitments to the ccNSO ?Not this year. I cannot say what I will do next year because I do not, at this stage, know. However, if Iwere Chair then whilst it would mean a greater time commitment, I do not believe thatit would inany way alter my commitments to the ccNSO.3. What are your commitments to the ccNSO ?I am as passionate as I have always been about the ccNSO and its role in the ICANN modelincluding that it provides legitimacy to ICANN in a way that gTLDs cannot because oftheircontractual obligations. I am immensely proud of what the ccNSO has become and what ithas donealong the way. I have played a small part in some of those things (IDNs and the fasttrack beingthe one to which I am most emotionally attached) and am delighted to be able tocontinue myassociation. As a Board member I have striven and will continue to strive to maintainmy connectionwith the ccNSO and ccTLD community. It is very easy to become detached because of theamountof time (especially during ICANN meetings) that the Board spends ‘in its own company'or in thecompany of other SOs and ACs. It is my intention to continue to work hard to ensurethat thisdoes not happen with me.In practical terms my commitment is to ensure that the views of the ccNSO and the ccTLDcommunity are, when required, vigorously advocated to the board and that whateverdecisionthe Board may make on an issue that concerns ccTLDs, they have a crystal clearunderstanding ofthe views the ccTLD community and the likely consequences of any decision they make.I hope this answers your questions. I will be happy to provide more information oranswer further orsupplementary questions.Cheers,ChrisOn 27 Oct 2016, at 17:16, Mathieu Weill <mathieu.weill@afnic.fr> wrote:Dear Colleagues, Dear Chris,First of all congratulations for your nomination. ICANN will certainly benefit from yourlong-standing expertise of ICANN as well as your experience of the ccTLD managerposition and, on the personal side, it will provide us many more opportunities tocollaborate and… have drinks !In advance of the Q&A session planned in Hyderabad (which I will only attend remotely),I would like to ask you some questions. The reason why I am asking these questions isthat I hope we can use this exchange to strengthen the relationship between the ccNSOcommunity and its representatives on the Board, especially in light of the recent“empowerment” of the community. I would appreciate a written response, so that ourcommunity can keep track of the associated elements. So here are my questions :1. What would, in your opinion, be reasonable grounds for the ccNSO toinitiate a process to remove accNSO appointed Board member ?2. Are you going to run for the Chair position ? Will you, in case youare elected, consider that itchanges any of your commitments to the ccNSO ?3. What are your commitments to the ccNSO ?I am happy to elaborate if anything was unclear, and thank you again for yourcommitment.BestMathieuDe : cctldcommunity-bounces@cctld-managers.org[mailto:cctldcommunity-bounces@cctld-managers.org] De la part de Joke BraekenEnvoyé : mercredi 19 octobre 2016 12:26À : ccnso-council@icann.org ; ccnso-members@icann.org; ccTLDcommunity@cctld-managers.orgObjet : Re: [ccTLDcommunity] Call for Nominations Director ICANN Board seat 11 closedDear All,The Q&A session is scheduled on SUNDAY, 6 November, between 15:15 and 16:45local time in Hall 5.(And not Monday, as mentioned in my previous email.)
