Please find included the draft statement as prepared to date by the drafting team. I have included the members of the team who are not on the Council in the cc. Other members are: Becky, Barrack, Hiro, and Nigel.

As you may recall from the last conference call, the chair of the ccNSO has submitted a placeholder. Although the reply period now closes on 27 June, it is advised to submit the ccNSO Council note before the start of the ICANN London meeting, in order to be most effective.

Please provide your comments, if any, by Monday 16 June 2014 close of Business UTC. We will consolidate the comments received, and prepare a draft final.
