In its Final Report [newsalerts.icann.org], the Registration Directory Service Review Team assessed the extent to which prior Directory Service Review recommendations have been implemented and whether the implementation has resulted in the intended effect. The review team also assessed the effectiveness of the then current generic top-level domain (gTLD) registry directory service and whether its implementation meets the legitimate needs of law enforcement, promotes consumer trust, and safeguards registrant data. The report contains 22 recommendations, covering requests for more and better data collection, policy issues to be addressed by the community, a correction of the ICANN Bylaws, and suggested reforms relating to transparency and data collection within ICANN Contractual Compliance. The recommendations were adopted with full consensus from the Review Team.Per the ICANN Bylaws [newsalerts.icann.org], each final report of a review team shall be published for Public Comment in advance of the Board's consideration. Proposed changes and new additions to IANA SLAs for ccTLD creation and ccTLD transfers

Purpose: As required by the IANA Naming Function Process for Amending the IANA Naming SLAs [newsalerts.icann.org], the purpose of this public comment proceeding is to obtain community input on a proposed change to one SLA and three proposed new SLAs which would define expectations of request processing timeliness for ccTLD creation and ccTLD transfers. If adopted, the changed SLA and new requirements will be added to the performance metrics as defined in the Service Level Agreements for the IANA Naming Functions Contract. The ccTLD delegation and transfer process is designed to assign or re-assign a ccTLD to a manager, taking into account a number of technical and public interest criteria. There is currently a single measurement of staff processing time for ccTLD delegation and transfer requests, representing the cumulative time the request is being processed by the IANA team for the life of a request. However, the processing time for this type of request varies greatly from several weeks to several months. the CSC and PTI determined that perhaps identifying new SLAs that measure these transactions in a totally different manner is necessary.

Current Status: According to the Process for Amending the IANA Naming SLAs [newsalerts.icann.org], the Customer Standing Committee and PTI have agreed upon the new metrics, and now seek community consultation through this public comment process.

Next Steps: Feedback from this public comment period will be considered for the final SLA recommendation.

Focusing on ICANN's commitment to the multistakeholder model, the ICANN organization seeks public comment on the operating plan and budgets for delivering the IANA functions. This is comprised of two components — the Draft FY21 Public Technical Identifiers (PTI) Operating Plan and Budget and the Draft FY21 Internet Assigned Numbers Authority (IANA) Operating Plan and Budget. The PTI Operating Plan and Budget outlines the activities to deliver the core IANA functions and associated operational activities to enhance systems and processes. The IANA Operating Plan and Budget is comprised of these PTI activities, plus additional programs and costs associated with overseeing and delivering the IANA functions performed by ICANN in its role as the IANA Functions Operator that are not borne directly by PTI.

This new consensus policy is intended to supplement the previously-adopted Protection of International Governmental Organization (IGO) and International Non-Governmental Organization (INGO) Identifiers in All gTLDs Policy by which the specific terms Red Cross, Red Crescent, Red Lion & Sun and Red Crystal were withheld from registration.
