I am writing you on behalf of Stephen Deerhake, the ccNSO Rejection Action Process Manager, to inform you that on 15 September 2023, 18.08 Pacific Time the ICANN Secretary notified the ccNSO that on 10 September
2023 the ICANN Board approved the NomCom related Standard Bylaws Amendments in Articles 8, 12, and 27 of the ICANN Bylaws.
The ICANN Board resolution approving the Standard Bylaws Amendment is available at can

did not act on all the Nominating Committee Review-related
Bylaws changes that were previously posted for Public Comment
at:
https://www.icann.org/en/public-comment/proceeding/bylaws-amendments-and-documents-to-implement-the-nomcom2-review-17-04-2023. For that reason a PDF documenting the specific Bylaws amendments considered
and approved by the ICANN Board was included
and is now forwarded.
The notice from ICANN Secretary pursuant to Section 22.5(a)(v) of the ICANN Bylaws initiates the 21
days Rejection Action Petition Period for the community. In accordance with the ccNSO internal Guideline: ccNSO
Procedure for the Exercise of the Empowered Community’s rights to Reject Specified Actions (
https://ccnso.icann.org/sites/default/files/field-attached/guideline-rejection-actions-procedure-24may18-en.pdfGuideline),
the ccNSO deadline for submission of a Rejection Action Petition is 29 September 2023 at 23:59 UTC. Petitions should be sent to the following email address:
ccnso-petitions@icann.org .
If you are interested in submitting a Rejection Action Petition with respect to the proposed changes to Article 8, 12 and 17, please consult Section 2 of Annex D of
the ICANN Bylaws (https://www.icann.org/resources/pages/governance/bylaws-en/#annexD)
for the requirements, which must be met. Please be advised that per Annex D Section 2.2(a)(i)(A) the Rejection Action Petition must be: “…based on one or more significant
issues that were specifically raised in the applicable public comment period(s) relating to perceived inconsistencies with the Mission, purpose and role set forth in ICANN's Articles of Incorporation and Bylaws, the global public interest, the needs of ICANN's
stakeholders, financial stability, or other matter of concern to the community.”
