Following the 24 May ccNSO Council meeting, please find included the call for volunteers for the CSC Selection Committee of 6 (six) Councillors - one from each of the five regions and one NomCom appointed Councillor. 

 

The role of the CSC Selection Committee:

 

1) consult with the RySG on the CSC members (as described in the CSC charter) and

2) consult with the GNSO on the full slate (members + liaisons) of the CSC (as described in the Section 17.2 of the Bylaws and the CSC Charter).

 

Note that as agreed on the Council call, the CSC Selection Committee is mandated to discuss the candidates with the RySG and the GNSO - AND - to adopt the full slate on behalf of the ccNSO Council.

Availability

 

Please note that people on the Selection Committee are expected to be available for consultations (including calls) and must be eligible to vote. This means that they will not apply for CSC membership.  

 

Background

 

The CSC [icann.org] monitors PTI’s performance of the IANA naming function by analyzing performance reports on a monthly basis and publishing its findings. It is authorized to undertake remedial action to address poor performance, and if performance issues are not remedied, the CSC is authorized to escalate the performance issues to the ccNSO and GNSO for consideration. Additionally, the CSC may recommend changes to the naming Service Level Expectations as well as enhancements to the provision of the IANA naming services.

 

On May 27, 2016, the ICANN Board approved new ICANN Bylaws that require the establishment the CSC to these specifications [icann.org].  On June 1, 2016, ICANN sent a request [icann.org] to the Supporting Organizations, Advisory Committees and Registry Stakeholder Group (RySG) to initiate their respective processes to appoint candidates to serve on the CSC. On August 10, 2016, the ccNSO and GNSO councils approved the inaugural CSC membership composition [icann.org]

In October 2018 the term some of the members and liaisons of the CSC ends. The overview of the terms for the current list of CSC Members and Liaisons can be found at: https://www.icann.org/en/csc/members-liaisons [icann.org] .

To ensure continuity, ICANN Org will initiate the process for a call for volunteers for the CSC shortly. By sending an invitation to the ccNSO, RySG, SSSAC and GAC to start the selection process of members and/or liaisons according to their own rules and procedures. After the selection the ccNSO and GNSO Council need to approve the full slate of the CSC members and liaisons (envisioned mid-September 2018) Note that none of the current members or liaisons is term limited.

The public comment period on the Interim Report of the Customer Standing Committee Charter Review Team (RT) came to a close. https://www.icann.org/news/announcement-2-2018-04-11-en [icann.org] To date two comments were received, generally in support of the findings and hence of the proposed changes. The RT will have a meeting in week of 4-8 June to finalise its report, with a goal to submit it in time for decision-making by the ccNSO and GNSO Councils during the Panama meeting. According to section 17.3 of the Bylaws and the current Charter of the CSC, amendments to the Charter are only effective if ratified by a simple majority vote of each the ccNSO and GNSO Councils according to their own rules and procedures and after a public comment period was followed.
