Dear Colleagues,

After having listened to, and read, the comments from the Council it is clear to me that there has been undue confusion over the process, making a consensual outcome challenging.  I take responsibility for this confusion.

Taking into account all that we have said and I have heard, I will propose a path forward shortly.
